Som i [[EM i fotball 1960|det forrige mesterskapet]], ble turneringen spilt etter cupmetoden, hvor semifinalene, finalen og bronsefinalen ble spilt i et sluttspill.

Denne gangen deltok de fleste nasjonene i [[Europa]], men {{f|Tyskland|Vest-Tyskland}} glimret også denne gangen med sitt fravær. 29 land meldte seg på turneringen. Trekningen ga {{f|Sovjetunionen}}, [[Østerrikes herrelandslag i fotball|Østerrike]] og {{f|Luxembourg}} walkover til andre runde. {{f|Hellas}} trakk seg fra turneringen da de ble trukket mot den gamle fienden {{f|Albania}}.

{{f|Norge}} falt også denne gangen i første runde ved å tape 3-1 sammenlagt mot {{f|Sverige}}. Ellers skapte Luxembourg, som alltid har vært en av Europas svakeste fotballnasjoner, en sensasjon da de slo ut {{f|Nederland}}. Luxembourgerne spilte også jevnt med {{f|Danmark}} i kvartfinalen, og var faktisk ikke langt unna å kvalifisere seg til sluttspillet.

Sluttspillet ble spilt i [[Spania]]. De andre nasjonene som kvalifiserte seg til sluttspillet var Danmark, {{f|Ungarn}} og de regjerende mesterne fra Sovjetunionen. I semifinalene tok Sovjetunionen en relativt enkel 3-0-seier over danskene, mens {{f|Spania}} trengte ekstraomganger for å slå Ungarn. Dermed møttes Sovjetunionen og Spania i finalen. Fire år tidligere hadde Spania nektet å spille mot sovjeterne, og trukket seg fra turneringen. Denne gangen ble det kamp, hvor vertsnasjonen til slutt vant 2-1.
